RECE Rra#28 OCT II
Colonial Secretary's Office,
Hongkong, 16th September, 1911.
!
Gentlemen,
I have laid your letter of the 7th instant be- fore the Governor who directs me to inform you that in appointing the Assistant Crown Solicitor to conduct
extradition cases on behalf of the Chinese Government
His Excellency is acting on explicit directions from
the Secretary of State forthe Colonias and that so far
as this government is concerned His Excellency sece no
grounds for referring the question again to the Secretary
of State. 12, however, you desire to address the Secre-
tary of State yourselves, His Excellency will be prepared to
forward any communications so addressed.
2. Hie
Excellency has no reason to believe that the
directions given by the Secretary of State were in any way
influenced by 'dicta' of the Chief Justice and in so im-
portant a matter as extradition His Excellency is not pre-
pared to recognise any channel of communication from the
Viceroy other than the British Consul General at Canton.
I am,
Gentlemen,
Your obedient servant
(sd) Warren Barnes
Colonial Secretary.
Messrs. wens and Harsten.
